The Challenge
The need to address the continual increase in cancer cases combined with the inability to expand the existing Velindre facility led to the identification of a site for a new replacement cancer centre.
A highly complex development scheme with a broad range of potential impacts spanning the range of planning considerations, with significant community interest. A site with significant positive opportunities for creating a healing environment (through nature, landscape, open space) whilst being highly constrained (such as access, nature designations, ecology, rights of way).
The construction of a 32,000 sqm health use which required a long-term, flexible, and comprehensive planning strategy, involving a broad range of stakeholders and consultants.

Our Role
We managed the complete outline planning application process, including: Environmental Impact Assessment (screening, scoping, co-ordinating, editing, and scripting); and extensive informal and formal pre-application engagement process with the local community, stakeholders and formal consultees including NRW, CADW, and Cardiff Council. We secured outline permission for the scheme (up to 38,000 sqm) in 2017 and have since secured permissions for: discharge of pre-commencement conditions; changes to construction accesses; scheme variations; and footpath diversions. We are retained planning advisors to VUNHST.

The Outcome
The project was granted outline planning permission, pre-commencement conditions were discharged to allow site development works to commence, reserved matters permission has now been granted, and building construction works are due to commence.
