A neighbourhood regeneration masterplan to guide investment and project delivery

The Challenge

The Penderi area of Swansea encompasses several different sub-communities living in 650 homes owned by Pobl and Swansea City Council. The area has multiple different styles of mainly social housing, built over 40 years and each with a very different style and ethos. The area, on the urban fringe of Swansea is adjacent to a major landscape asset and includes considerable green open space. The challenge was to develop a masterplan which met the needs of the residents and also both lead organisations. 

 

Our Role

Whilst we were appointed as masterplanner, our role exceeded this and we worked with Pobl and Swansea City Council to establish the framework for reporting and decision making and the strategic direction of regeneration activity. We undertook the typical place based analysis and worked closely with the clients on-the-ground regeneration team. We ensured that the regeneration masterplan was fully dovetailed into a wider strategic residential allocation on an adjacent site, while also working with the Local Health Board and Police to ensure that all perspectives were captured. 

The Outcome

The masterplan has been vital in obtaining funding and acted as a reference point to support Pobl on a flagship shared energy retrofit scheme to enable homes to generate, store, share, and manage energy generated from solar panels across the site, following the installation of ground-breaking new energy management technology. Beyond this, Pobl has been able to move forward with the purchase of several key sites in the area which will enable them to build more high quaity homes. A key outcome of the masterplan was the premise that 'most of the homes that the area will need in 50 years time already exist' so there was much emphasis on retrofit and improvements to Green Infrastructure. Pobl have since been successful with securing UK Shared Prosperity Funding for a wide range of enviromental improvements. We are pleased to add that we are contiuing to work with Pobl and their residents to implement these enhancements.
