Unlocking new homes on challenging sites with exemplary sense of place.

The Challenge

Caerphilly Homes was set up to help the Council unlock its land assets to deliver affordable homes. A key challenge for Caerphilly Homes is to bring forward viable sites, but also to deliver schemes that have a great sense of place where people want to live. The Urbanists were appointed for a three year period due to our track track record of helping unlock residential development schemes with astute commercial design, while also setting the basis for the creation of a great place.

Our Role

The Urbanists have considered the feasibility of over potential sites 30 sites. Our role has varied significantly and we have considered a variety of sites, including, former brownfield sites used for Tar and coal works, school and leisure centre sites now surplus to use, sheltered housing units no longer in use, town centre sites and smaller infill open space sites located in housing areas with excess open space requirements. The scale of development considered has also varied significantly ranging from strategic schemes for 250 new homes to smaller schemes for 9 new homes. Some sites included emergency accommodation.

The Outcome

Through the feasibility work undertaken we identified a series of viable sites that provide a housing land supply for Caerphilly Homes and the wider Council. We have also laid the foundation for the progression of scheme with exemplary sense of place. In addition we have also progressed the status of some of these sites. This included progressing 10 sites through the Replacement Local Development Plan as they are on land either located outside of the settlement boundary in the adopted Development Plan, or allocated for an alternative use. This process is ongoing with each site now included as candidate sites as part of the Preferred Strategy. we have also progressed planning applications for 8 of the schemes. The Urbanists are now in the process of assisting Caerphilly Homes commence development on these sites by the autumn of 2024. All of the schemes prepared have been in compliance with the Housing Quality Standards and laid the foundations for Net Zero Carbon.
