Following the closure and removal of the former Oceana nightclub—a prominent eyesore—a prime site on Swansea’s Kingsway required a clear spatial vision to unlock its potential and drive city-centre regeneration. The site presented a major opportunity to reframe the townscape and reconnect fractured movement patterns between Lower Oxford Street and The Kingsway. Before committing to delivery, Swansea Council required a robust understanding of the site's true development capacity, commercial viability, and overall risk-reward profile to determine an informed strategy.
Guided by a simple principle—remove an eyesore building and split a block to create a new piece of townscape—we built upon the Council’s initial masterplan work (by Chapman Taylor). We developed this concept into a sophisticated set of proposals, producing a comprehensive feasibility report that addressed:
Legibility and Urban Structure: Establishing a clear street link between Lower Oxford Street and The Kingsway by splitting the block.
Active Edges & Frontage: Optimising street-level engagement and quality spaces to foster vibrant public activity.
Land Use & End-User Requirements: Aligning development capacity with commercial occupier needs and revenue opportunities.
Integration: Seamlessly connecting the scheme with The Kingsway Urban Park.
Height, Scale & Massing: Testing capacity, footprints, and visual relationships within the surrounding urban context.
Following the feasibility report, a design team was selected and our landscape and planning teams were retained to take the scheme forward through technical design, ensuring the initial spatial vision was fully realised and delivered to the highest standard.
Our strategic groundwork gave Swansea Council the evidence and confidence needed to make informed decisions and progress the development to completion. The scheme has since achieved widespread acclaim, sweeping key titles at the British Council for Offices (BCO) Awards 2026 including Best of Best Award (National Winner): The overall top honour across the UK, praising the development as a benchmark for people-centred architecture and a catalyst for the regeneration of Swansea city centre.
